Half of Americans leave landline behind

A new study indicates that fully half of Americans are living in a household that uses only or mostly mobile phones ? but the remainder is slow to convert.

The Centers for Disease Control's?National Health Interview Study conducts in-person interviews throughout the year, asking about everything from health and insurance status to household telephones. They've put together some of the data from the first half of 2012 and the results, while not shocking, are significant.

Of the more than 20,000 households interviewed, just over half used wireless (i.e. cellular) phones for all or nearly all phone?calls ? 35.9 percent were wireless-only, and 15.9 percent had a landline but rarely used it. That adds up to 51.8 percent of all households, which is less than 2?percent more than for?the same period last year.

Why such a small increase? While younger people are adopting wireless phones as their only phone in record numbers, older folks are hanging onto their landlines. The percentage of people going wireless only steadily decreases as age increases: Only a quarter of those aged 45-64 were totally wireless, and just a tenth of those above age 64. That said, every age segment saw their wireless-only population increase by between 1 and 5 percent.

The highest percentage of wireless-only users appears to be among adults living with unrelated adult roommates ? 75.9 percent, almost three times the proportion of people living only with spouses or other adult family (but down slightly from last year's numbers).

So young people in population-dense areas, especially renters and people with low income, are happy to leave behind the expense and inconvenience of a landline. But for people who have had a landline for years, relatively few choose to abandon it.

New Jersey's Online Gambling Bill Passed by State Assembly ...

Online poker once again is on the verge of being approved by the New Jersey legislature.

New Jersey's Internet gambling bill passed through the state assembly Monday by a vote of 48-24-4. State Sen. Ray Lesniak, the bill's leading sponsor, promises that the Senate will do the same Thursday to put the legislation back on the desk of Gov. Chris Christie.

?We're all teed up and ready to get approval in the senate Thursday,? Lesniak said in a phone interview. ?It will be voted on and it will pass for sure.?

In January of 2011, the assembly approved a similar bill by a 63-11 vote. That bill ended up being vetoed by Christie. It is unclear what Christie will do after the Senate passes the bill ? now known as A2578 ? Thursday and puts it back on his desk.

The closer vote this time around was due to less support from Republicans following the governor's veto of the last bill. Lesniak said he didn't believe the decreased support from Republicans is any indication of what the Republican governor will do with the bill.

?It certainly didn't say anything last time when they all supported it and he vetoed it,? Lesniak said. ?You can't read it either way in terms of the governor's intentions.?

With news that federal efforts have stalled for the year, New Jersey has become the focus for people looking for a return to the golden age of online poker.

One reason for the excitement is a report that PokerStars, the world's most popular Internet poker site, has interest in purchasing a struggling Atlantic City casino in order to return to the U.S. market. The bill passed by the assembly was amended earlier this month to remove a provision that would have prohibited the licensing of companies like PokerStars that served U.S. customers following enactment of the Unlawful Internet Gambling Enforcement Act.

Lesniak told PokerNews that the move was made with the thought that Atlantic City should welcome investment from the world's largest poker site.

With federal efforts again having gone nowhere, it appears the focus of online poker licensing and regulation will be on the states going forward. The Reid-Kyl proposal suggested for Congress this year would have allowed only for poker while prohibiting other forms of online gambling. Since that bill failed, New Jersey can go ahead with its plan to authorize all casino games currently being offered in Atlantic City casinos to be played online.

?We must position New Jersey's gaming industry to thrive in the 21st Century, and that involves authorizing a legally sound Internet gaming law,? Assemblyman John Burzichelli, who sponsored the bill, said in a press release. ?This is another key piece of our effort to boost New Jersey's gaming industry by expanding and modernizing our wagering options. This will rejuvenate our tourist industry while increasing employment, capital investment and much needed urban development.?

Lesniak has indicated that he hopes other states will follow New Jersey in legalizing online poker and allow the Garden State to provide the services to their residents, creating a larger pool of players. Nevada and Delaware are the only states to approve online poker, though they are still working on creating the framework.

?Most everything else has migrated to the Internet and taken advantage of the consumer and revenue options it offers, and New Jersey should be no different,? added Assemblyman Vincent Prieto in the release. ?This is a carefully crafted bill designed to ensure Internet gaming on casino games is offered in the right way.?

So I'm looking at new roleplays and I think, "Puppets, that sounds interesting." I read the plot and decide I want to join. I see all spots open but one, with your name on it. My first reaction was, "It seems like we like ALL the same roleplays." THEN I saw GM by your name and scrolled up. Now I'm just wondering how I'm in ANOTHER roleplay with you. Coincidence?

And we're all just a little insane...

So, I just wanted to pop into the ooc here while I continue to brainstorm. The first thing that entered my mind as I read the description: psychotically delicious. I was also going to warn you that I may not be able to get in more than one post a day... then realized that wasn't an issue, so never mind on that note. Otherwise, if you're looking for the point of this message, it's to say 'hi' and that you should be seeing a character from me shortly. Also if my character isn't up to par I shall be lurking regardless!

So we don't have all girls and no guys, I will be updating the main page with how many applicants there are for each gender, because I don't want to turn down to many awesome profiles for young ladies because there simply isn't enough room. So everyone keep an eye out and keep in mind that male characters will have much less competition for those open spots :3

South Africa is not "falling apart": Zuma

BLOEMFONTEIN, South Africa (Reuters) - South Africa is not "falling apart" and the ruling African National Congress (ANC) can run the continent's biggest economy, President Jacob Zuma said on Sunday, as he sought to dispel the concerns of rating agencies and investors about sluggish growth.

In his opening address to an ANC conference to choose its leadership for the next five years, Zuma said two downgrades by international ratings agencies this year did not mean South Africa was in trouble.

"We want to dismiss the perceptions that our country is falling apart because of the downgrades," he said. "We continue to do our development work, we continue to plan for a recovery."

At the conference this week held in the central city of Bloemfontein, Zuma, 70, is expected to garner enough support to head off a challenge to his party chief post from Deputy President Kgalema Motlanthe.

Retaining the ANC leadership puts Zuma in pole position to secure a second five-year term as South Africa's president in the next national election in 2014.

Spicing up the contest for top ANC jobs, former mineworkers' leader and anti-apartheid hero Cyril Ramaphosa, now one of South Africa's richest men, has agreed to stand for the post of ANC deputy president currently held by Motlanthe.

"He (Ramaphosa) is running," a senior party official told Reuters on Sunday.

In his speech, Zuma said the government was relying on its long-term National Development Plan as its strategy for undoing the "glaring and deep" inequalities left by decades of white-minority apartheid rule, which ended in 1994.

"Today, the ratings agencies and investors are asking whether the ANC can continue to manage this economy so that we can grow, create jobs, manage our debt and provide policy certainty," Zuma said.

"Yes, the ANC will continue to provide strong economic leadership and steer our economy boldly."

South Africa's economy is forecast to grow 2.5 percent this year, well short of the 7 percent the government says is needed to make a serious dent in 25 percent unemployment.

Zuma also called for an end to internal faction-fighting and corruption in Nelson Mandela's 100-year-old liberation movement, which faces accusations from critics that it has lost its moral compass under the scandal-hit Zuma presidency.

Party insiders said Ramaphosa's inclusion in the ANC leadership team could help to restore the party's image.

This has been undermined by growing popular disillusionment over the ANC government's failure to tackle still widespread poverty and unemployment and over persistent problems of graft, cronyism and mismanagement.

Ramaphosa, now 60, won international renown as a campaigner against apartheid when he led a mineworkers' strike in 1987, and he also helped draft South Africa's post-apartheid constitution before becoming one of the country's most successful and respected businessmen.

What's Up with REALTORS?? Should we start a group called ...

Instead of a lengthy article on the miracle of life or the titanic mess of regulatory terminators being unleashed upon us, this month I just have a couple of questions I hope you can help me answer.

What?s Up with REALTORS??

?

It?s a pet peeve, so maybe it?s just me, but I think the insistence by the National Association of REALTORS? on using the all-caps REALTOR? every time anyone talks about REALTORS? is not a good idea.? It comes across pretentious, pompous, and a bit annoying.? REALTORS? cannot be getting any serious mileage out of using a term that is, in the 21st century, the equivalent of shouting at their customers.

?

I do understand that not all real-estate agents are REALTORS?, and that it is important to the NAR to differentiate between those that are, and who therefore (are supposed to) adhere to the REALTOR? code of conduct, and those who are? just?mandated by law to adhere to an ethical standard.? I?m sure there?s a huge difference.

?

Frank and Brian once jokingly proposed that we on the mortgage side create a group and start calling ourselves LENDORS?, which was a hilarious idea until we all realized that there isn?t any way we can possibly regulate ourselves any more than five different government agencies can.

?

REALTOR? as a term has lost any hope of being maintained as a separate brand, as a true meaningful trademark of the NAR.? It?s too late.? REALTOR? is already in the same class as KLEENEX? and XEROX? and VELCRO?, which most people don?t even know are trade names and not synonyms for bathroom tissue, copies, and hook-and-loop fastener.? Isn?t it time to give up and just let people talk about realtors the same way they talk about lenders, appraisers, and third-basemen?

If you?re like me, and like most of the agents I know, the answer to that question really is ?on my phone,? which if you?re like most of the humans in America means a cell phone.? A phone without a cord.? You do business wherever you happen to be.? With the explosion not only of smart phones but of tablets ? Apple says it has sold 84 million iPads so far ? and the profusion of productivity apps that go with them, even traditional computers are less and less critical to the execution of contracts and the doing of business.

?

Paperless documents are still more theory than practice, but no one thinks that state of affairs will remain for long.? Very shortly ? heck, some of us are already there ? we will not just be able to do business out of the office, it will be easier to do so.? I caught myself touching the screen of my laptop to start a video the other day (didn?t work).? I already use my desktop only once or twice a week.? My clients can sign their documents right on my iPad, so what on earth am I doing tethered to a desk?

?

It?s long been true in this business that those who get out and see people do business, and those that sit in the office all day only talk about doing business (those of you that run telemarketing operations, stand down, I?m not talking about you).? So my question is, for the producing branch or agent, is the office a thing of the past?

?

Recently, my branch moved from a 600 sq. ft. place to a 2400 sq. ft. building, and we like the move tremendously.? And yet, often a whole week will go by without my seeing more than one or two of our team there.? I?m not there.? They aren?t there.? We come in for the powerful scanner and printer, and then we go back out where the people are.? We meet there with clients many times, but even that isn?t a huge chunk of the week.? We could do it with a table and chairs in a small room.

What?s your thinking?? Is the office on the way out?

I am conflicted.? On the one hand, I want the big boys in the government to do things that will not bankrupt the country.? On the other hand, I want them to relax standards so that more of my borrowers will get approved for loans.

Take the new FHA credit standards, which are being generally forecast just after the time this article comes out.? They would waive the current waiting periods post-bankruptcy and post-foreclosure.? Now, look, let?s be real about this.? All other things being equal, the default rate is going to be higher with a BK borrower than a non-BK borrower.? It seems awfully likely that relaxing those credit standards is going to raise the default rate.? This is not going to be a good thing for the US taxpayer, who is already on the hook for billions in the mortgage industry.

But at the same time, I have a dozen borrowers off the top of my head who are going to be able to refinance if those standards get relaxed, and that will make them (and me) better off.? So I remain conflicted.? I hardly know what to root for.

In a way, though, it?s been like this for a long time.? Every time a jobs report comes out, I?m hoping it will be bad, because nothing makes rates improve like a bad employment report.? At the same time, though, more people employed would mean more money in the spendable economy, which would mean more buyers for houses which would mean rising home prices, more equity, and the release of some long pent-up demand for refinances and relocations.? It would be, on balance, a much better thing to have good economic news than bad.

And yet, I have this borrower that would be able to refinance if we could only get to 3.375%?? Is it just me?? Are you doing this, too?

For the vast majority of the history of our kind we were in some ways no more sophisticated than crows, which use sticks to poke around in promising holes. Eventually, of course, we discovered fire and invented stone tools, which then led to guns, pesticides and antibiotics. Using these tools, we encouraged the survival of favorable species such as wheat and yeast needed for beer and cows for meat and milk?a garden of delights.

But we also encouraged a garden of neglect?a surprising number of resilient pests that have been able to survive in spite of our weapons. These species are now coming back to haunt us as toxins, pathogens or worse. Here are ten ways we have helped this garden of neglect prosper.

1. SHARP ROCKS, SOFT FLESH. In the beginning someone held aloft a sharpened rock. "Progress!," he screamed out, or maybe, "Ouch!," depending on which end he grabbed. With that first stone weapon and its many pointy descendants, life changed. Our initial impact would have been small. However, by 10,000 years ago we had extinguished many of the largest species on Earth?mastodons, mammoths, American cheetahs, giant kangaroos and many more. In our wake, we left behind smaller species more able to reproduce rapidly or escape detection in the first place.

As humans came to rely on tools to survive, those with hands better able to make and wield those tools were more likely to pass their genes to the next generation. Mary Marzke at Arizona Sate University in Tempe argues that hand bones of humans are quite different from those of other primates because of our use of tools. Our hands are better able to manage the subtle grips necessary for making and using tools to maim or kill other species. In response to our first tools the animals around us changed. So did we.

2. BIG FISH, LITTLE FISH. Not only have we altered the course of big game evolution on land but we've also effectively reduced the size of fishes in the sea. Fishermen prefer to catch big fishes, and fishing regulations tend to prohibit the harvest of the smallest individuals of a species. In response, fishes have evolved the ability to reproduce at a smaller size and/or younger age. If they can breed before they get big enough to be harvested their genes stand a much higher chance of being passed on. American plaice, Atlantic cod, Atlantic herring, Atlantic salmon, brook trout, and chinook salmon all have appeared to grow more slowly and/or to reproduce at smaller sizes where and when they are heavily fished (Jorgenson et al., 2007; Palcovacs, 2011) Once, a large cod could eat a small boy. Now, a small boy could almost eat an entire cod.

3. RESISTANCE IS FUTILE. Bacteria have been evolving in response to threats from other species, including fungi, for hundreds of millions of years. Bacteria and fungi compete for food and often do so using chemical warfare. A fungus evolves an antibiotic and bacteria evolve resistance, so fungi evolve a new antibiotic. Recently, though, things changed. We invented (or rather stole from fungi) antibiotics, which allowed us to kill bacteria?and, importantly, treat bacterial infections. However, by using them too much, too incompletely or too indiscriminately we cause bacterial strains resistant to our drugs to evolve. Unlike fungi, we cannot retaliate by simply evolving new antibiotics. Hundreds of bacterial lineages have evolved resistance to more than a dozen of our antibiotics. In response, we are forced to discover new antibiotics, an endeavor that has proved ever more difficult.

4. GOING (ANTI)VIRAL. Viruses generally evolve even more quickly than bacteria. For example, multiple drugs for HIV infection are taken together as a cocktail for one reason: the HIV virus evolves quickly. The cocktail slows the evolution of full resistance. Even if HIV evolves resistance to one drug, the odds it will evolve complete resistance to all three are far lower. Similarly, the flu that usually starts each year in Asia is different by the time it reaches North America. The flu virus evolves to get by not only as a function of how we respond to it but also in response to our population size and patterns of movement. It, and other viruses, even evolve within our bodies. The virus that makes you sick is almost inevitably different than the one you give someone else.

Manchester United files for IPO in US

NEW YORK (AP) ? Manchester United plans to go public. In the United States, to boot.

The record 19-time English champions filed a registration statement with the Securities and Exchange Commission on Tuesday to hold an initial public offering of stock and become a listed company on the New York Stock Exchange. The deal could ease pressure on the club's cash flow as it tries to keep and acquire players in an attempt to regain English and European titles.

While the stock price and the number of shares were not listed, the registration statement said the club hoped to raise a maximum of $100 million ? a place-holding figure that could change before the offering becomes effective.

"We intend to use all of our net proceeds from this offering to reduce our indebtedness," the team's filing said.

The Glazer family, which bought the club in 2005, would retain control through Class B shares, which would have 10 times the voting power of the stock that would be sold to the public.

Under the reorganization, the team would become a wholly owned subsidiary of Manchester United Ltd., a newly formed holding company based in the Cayman Islands.

The team was listed on the London Stock Exchange from 1991 until June 2005, when Glazers completed a leveraged buyout valued at $1.47 billion. The Glazers also own the NFL's Tampa Bay Buccaneers.

United has been looking to raise funds to help reduce debt from the 2005 takeover that was 423 million pounds ($663 million) as of March 31, much of it with interest rates of 8 3/8 and 8 3/4 percent. A $1 billion offering on the Singapore stock market was pursued last year, but the plans were halted due to volatile global markets.

The team, European champions in 1968, 1999 and 2008, has been valued at $2.24 billion by Forbes magazine, ranking it as soccer's most valuable club for the eighth year in a row.

The Red Devils were on track to their 20th league title this year, taking an eight-point lead in the final weeks of the season. But crosstown rival Manchester City, which became soccer's biggest spender following its purchase by Sheikh Mansour bin Zayed bin Sultan Al Nahyan of the United Arab Emirates, won the title on goal difference on the final day of the season.

"In the Premier League, recent investment from wealthy team owners has led to teams with deep financial backing that are able to acquire top players and coaching staff, which could result in improved performance from those teams in domestic and European competitions," the filing said.

Manchester United said that it had a loss from continuing operations of $47.5 million in the year ending June 30, 2010, then had a profit of $13 million in the following year. It said it had an unaudited profit of $38.2 million in the nine months ending March 31.

A nearly 300-page prospectus to the SEC contains a series of warnings about the state of the club's finances.

The filing says "our indebtedness could adversely affect our financial health and competitive position" and reduce "the availability of our cash flow to fund the hiring and retention of players and coaching staff."

United also warned that new UEFA spending restrictions "could negatively affect our business."

European soccer's governing body is phasing in spending restrictions over several seasons, known as Financial Fair Play. Under the rules, clubs have to break even from soccer operations, or they risk being excluded from European competitions starting with the 2014-15 season.

But United is by far English soccer's biggest moneymaker, helping to soften the impact of its debt.

The filing revealed the club received 25.6 million pounds from Nike in 2010-11 under its 303 million pound, 13-year deal with the equipment supplier, which has three years remaining, and another 5.7 million pounds as its split of the profits.

Its shirt sponsorship with the insurance company AON, which runs through the 2013-14 season, and a separate agreement with the company that runs through June 2015 guarantees 88 million pounds, up from a 14 million pound-a-year deal with AIG that ran for three years through the 2009-10 season.

New media and mobile revenue alone was 17.2 million pounds in 2011.

Managers of the offering are Jefferies & Co. Inc., Credit Suisse Securities (USA) LLC, J.P. Morgan Securities LLC, BofA Merrill Lynch and Deutsche Bank Securities Inc. United does not intend to pay dividends to shareholders.

Several other Premier League teams have U.S. owners, including Arsenal (controlled by Stan Kroenke), Liverpool (by the parent company of the Boston Red Sox), Aston Villa (Randy Lerner) and Sunderland (Ellis Short).

Hi. I'm New Here. - Neighborhood Writing Alliance

I?m Gabe Kalmuss-Katz, the summer communications intern at the Neighborhood Writing Alliance. You may have noticed my name popping up on a few of the blog posts recently. I am really excited to be working at NWA for the summer. While I?m here, I?ll be working on the blog, as well as helping to update some of the content on the website and promotional materials.

When I moved to Chicago about a year ago, I immediately sought out organizations that combined creative writing and community engagement, two of my greatest passions. There are many such organizations in Chicago, all of which are doing excellent work, but the Neighborhood Writing Alliance?s goals and methods really impressed me. I liked that NWA workshops took place in locations in the communities they serve, and didn?t make people travel to its offices or another location for its weekly workshops. I also valued how seriously the organization took the writing of its workshop participants, publishing their pieces in the beautifully designed and incredibly diverse Journal of Ordinary Thought. I wanted to work with the Neighborhood Writing Alliance in whatever way I could.

In the past, I?ve led writing workshops in a variety of community settings, including prisons and courts as well as middle school classrooms. I believe that writing can be an extremely empowering act, and I especially respect the thoughtfulness of the workshop model used by the Neighborhood Writing Alliance. After I get my graduate degree, I hope to work at a not for profit where I can lead and organize writing workshops like those run by NWA.

What degree, you may ask? Well, I am a poet and will be starting up the MFA program at UC?San Diego in the fall. I?m terribly sad to be leaving Chicago, a place as complicated, exciting, and welcoming as any I?ve ever lived. And there?s so much I haven?t done yet! I will leave Chicago without blocking a parking spot off with a chair during a blizzard, without Rahm Emanuel helping me with a job interview on the Brown Line, without screaming my guts out over the singing of the National Anthem at a Blackhawks game, without wrestling with Billy Corgan! I hope my life will lead me back to Chicago after this brief sojourn on the west coast.

In addition to writing poetry, I also co-run Na Zdravi, Na Shledanou Press and write the music blog Songs Save Lives. If you?re curious, you can browse two of the chapbooks I?ve co-authored here.

This summer I hope to learn as much as I can about how an organization with somewhat limited resources like the Neighborhood Writing Alliance manages to have as large of an impact as it does. The not-for-profit sector survives on making do with very little, but NWA accomplishes so much ??its eight weekly workshops, innovative free programming and events, the Journal of Ordinary Thought ??that I was shocked to learn there were only three full-time staff members. Whatever information I learn and thoughts I have, I will surely share with you, blog readers. Stay tuned!

How clouds are formed: Rate of condensation much slower than thought

ScienceDaily (July 2, 2012) ? Researchers at the University of Bristol with collaborators from ETH-Zurich have shown that the rate of condensation of water on organic aerosol particles in the atmosphere can be very slow, taking many hours for a particle to change in size. This could have significant consequences for understanding how clouds are formed, affecting climate.

The influence of aerosols (small particles less than 1 micrometre in diameter) and clouds (liquid droplets 1 -- 1000 micrometres diameter) represents one of the largest uncertainties in our understanding of trends in past global climate and predicting future climate change, as recognised by the 2007 report of the Intergovernmental Panel on Climate Change.

One of the most significant 'known unknowns' is how quickly water can condense on the small aerosol particles to grow and become cloud droplets, influencing the albedo (reflectivity) of clouds and cloud lifetime (precipitation).

In a study published July 2 in Proceedings of the National Academy of Sciences, Professor Jonathan Reid of the University of Bristol and colleagues show that the rate of cloud droplet growth can be strongly dependent on the composition of the aerosol.

For aerosol particles that have high viscosity (equivalent to saying they behave like treacle or even bitumen), water evaporation and condensation can be very slow, taking many hours.

For particles that are much less viscous (more like olive oil or even water), evaporation and condensation can be very fast: less than 1 second.

Professor Reid said: "Although not providing all the answers, this work helps us better understand the 'known unknowns'. Most importantly, it demonstrates that better understanding the rate at which water condenses on particles in the atmosphere is crucial for understanding clouds."

Health Canada slow to move against alcoholic energy drinks

OTTAWA ? Health Canada isn't ready to crack down on pre-mixed alcoholic energy drinks, despite a long-standing request from government inspectors for direction on what "action can be taken against these products," internal records show.

The Canadian Food Inspection Agency pressed Health Canada for a decision last year, after fielding a complaint from the Association of Canadian Distillers last May about alcoholic beverages that market themselves as providing an energy boost. The association said in addition to being deceptive and misleading, that given Health Canada's classification of alcohol as a depressant, "these marketing practices also have serious potential negative health consequences."

Minutes of a July 2011 meeting of food inspectors at which the complaint was discussed, released to Postmedia News under access to information, said "CFIA needs clarification on stronger regulatory basis on which action can be taken against these products," saying there are labelling and composition "concerns because the product is being represented as an energy drink."

Health Canada says a new guidance document for industry and government inspectors is still a work in progress, but confirmed Friday it will provide clarity on both the use of caffeine-containing ingredients in these products and address the use of the term "energy" to market them.

"This is an implied health claim because it is generally recognized to refer to a stimulatory or 'energy boosting' effect. The guidance is important in order to ensure that labels for these products are not misleading for consumers," Health Canada said in a statement.

The department, which establishes rules to be enforced by CFIA, has been wrestling with the issue as far back as 2009, when the agency asked Health Canada to spell out in a "transparent" way its position on pre-mixed beverages marketed as alcoholic energy drinks, given the department's public messaging not to mix regular energy drinks and alcohol.

Alcohol is a central nervous system depressant and caffeine is a stimulant that can make people think they are less intoxicated than they are. Health Canada warns this can lead to prolonged drinking sessions and higher alcohol consumption, increasing health and safety risks.

In 2010, Health Canada issued a letter to liquor control boards across the country, clarifying that pre-mixed alcoholic energy drinks were permitted under current regulations ? so long as the stimulant is derived from an ingredient that naturally contains caffeine.

Regular energy drinks contain synthetic caffeine in addition to caffeine derived from guarana, with total levels of caffeine ranging from 80 mg to 200 mg in each can. The caffeine in alcoholic beverages such as Rockstar + Vodka, MOJO, Octane 7.0 and Poppers Rush 7%, is derived from guarana, and the products are represented as providing an energy boost or being a source of energy.

In an interview, C.J. Helie, executive vice-president of the Association of Canadian Distillers, said his organization believes this contravenes a key section of Canada's labelling rules because any representation that an alcoholic drink is a stimulant, boosts energy, or has stimulative properties is incompatible with alcohol's core characteristic as a depressant.

Helie said the health issue is as pressing as the commercial aspect of the dispute.

"How do you convince consumers that it's a risky behaviour if they think it's being sold legally in every corner store in Quebec? That's the crux of the issue."

For example, Blue Spike Beverages, based in Montreal, says its MOJO "alternative alcoholic beverage," available in Quebec convenience stores and some liquor board stores outside Quebec, was developed because young people started "mixing spirits and energy drinks. This is how the new market segment of alcoholic energy drinks was born."

Meanwhile, Blue Spike's calls its "Octane 7.0 alcohol + energy drink" a "revolutionary product which combines 7% alcohol with 80 mg of caffeine and is designed for consumers who want an alcoholic drink with all the kick an energy drinks packs!"

Helie said Health Canada has to find a way to respond more quickly, even when facing a complex regulatory issue.

"I think some companies recognize that the brand cycle is now faster than the regulatory response cycle. They take a bet they can bring something in which either skirts the edges or even goes way over the edges and they can get in, make some money and get out before the regulator has an opportunity to respond," said Helie, adding he's "obviously frustrated" it's taking so long to resolve.

A new report by the Canadian Centre on Substance Abuse and the Centre for Addictions Research of British Columbia at the University of Victoria, released Thursday, said sales of pre-mixed alcoholic energy drinks are way up, rising 296 per cent between April 2005 and 2010.
